Yes, all ur criteria are fullfilled and more...Opportunity costs are just too high. Just because they fullfilled criteria don’t mean they all get to go to USA easily. There are many who aspire to go to USA and their applications get rejected even when they fullfil all the criteria. Usually, candidates process scholarships through departments and ministries and then get RCSC approval (get rejected quite often, especially if applying in the USA). But in the above cases, candidates first process through RCSC, keep everything ready, then put through departments and ministries, then agin RCSC, approval then is just a formality even if in the USA. Sometimes, parents processing applications...hahahaha...imagine if other parents (farmers) have to come and process applications..hahaahha Singye Namgyel had some difficulty getting MoE’s approval (maybe there are other more deserving candidates there) but parent’s push (General Batoo) and RCSC’s suppport (Dasho Bap), MoE just gave in (Phew Lyonpo Thinley Gyamtsho and team, too weak). Don’t push me further to publish all the details that stinks.By the way, I am not saying the candidates are not qualified or not deserving. They are all qualified and professinals as you say. But the point is among many qualfied, a few get “extraordinary opportunity” as u say and that’s disturbing. You won’t notice because all the formalities look right. But ask others who have gone through same formalities and got rejected. They will tell diff stories. They are frustrated because no fairness.

Arrey yaar Akudrukkpa has raised interesting topic. I did not knew there were so many Bhutanese studying in US, esp. Cornell. Anyway I wanted to raise this topic but did not know how to go about. You have given me best opportunity. I only knew of one person in service who is studying in very same college. He is the previous park manager of Bumdeling Wildlife Sanctuary in Tashiyangtse. He is professional who also did undergraduate on RGOB scholarship… therefore he is you can say academically quite gifted, however he is morally bankrupt. Even though government has spent so much expenditure on him, he is forever planning of working in international ngo, where he can earn dollar. However that’s not my reason for writing here, after all I guess one is never satisfied and always look for a better opportunity. The main reason is that when he left for masters, he took entire budget for his longterm training in lumpsum. Now this is quite against government finance rules. He is entitled only for stipend and tuition only one semester at a time. However, as he was the head he approved sanction order for himself for the entire amount. Cannot blame him, as HRO and AFD people always send stipend and tuition late causing problem to masters candidate.
As stipend in US is at least $1100 per month and tuition in US college at least $10000 (most prob closer to 15000, but just estimating on low side), he took at least $49800 (1100*18months + 15000*3 semesters) or Nu. 29.8 lacs ($1=Nu46 in early 2006) not including six months stipend and tuition he is entitled to. Of course he cannot steal that, but it’s like interest-free loan. How much is that worth @16% p.a. Of course as he has to pay his college fees every semester so 1/3 he can keep for .5 yr, 1/3 for 1 yr and 1/3 for 1.5 yrs. Therefore:
$16600*16%*0.5yr=1328
$16600*16%*1yr=2656
$16600*16%*1.5yr=1328
Therefore, interest saved is equal to $7968 or Nu 3.66 lacs profit for park manager. That is equal to my 3 year income. wow! Moreover, as dollar became cheap as compared to ngultrum (from Nu.46 per dollar to Nu.40 per dollar), the government also lost money on this.
Interestingly, he also took his wife to US, after all who likes to be away from family. But she is recently passed from the then NIE samtse, so how she can get extra-ordinary leave…when my friend after four years couldn’t get?
I have no idea who is park manager of Bumdelling’s push and pull…but he and wife is corrupt. They can bend and break government rules and face no consequences. Come on akudrukkpa we must not let them get away. RAA and ACC must investigate this case.

This is the 3rd time you are changing your original post so you really are not a person of your word and probably getting worried that your lies will get caught, otherwise why do you keep changing your post.
Major General Batoo I beleive is a Toeb and I am 100% sure that he or is wife who is a Sharchop are not related to Dasho Bap and if you are a person genuinely concerned about our country as you claim to be then you should first answer the question why do you lie to malign an officer. Do your reesarch about the relation first and then make your accusation.
If you said that they were friends or somethingelse I could beleive but when you say that they are related when I am 100% sure they are not then how can i beleive anything you say.

please don’t try to defend what is known for all. u ask any one in thimphu street, they will know how they are related. i can see that u want to defent their relation in the public eye and then twist the views of public. but rather u r making more damge to the person that u r defending. i have no commend on the issue of how the scholarship are given, i know how many people talk about it. but i will not discuss here. plz. basanti how much do u know about the relationship of the above people. DON’T GO ON WITH SUCH LIE.

Drukpa and YOU??? Makes me laugh….There is certainly no tinge of “drukpaness” in you. You are all out to spoil our pristine name of DRUKPA..People like you certainly do not deserve to be called a Drukpa and won’t be surprised if you are among one of those in JHAPA or elsewhere.
You take all the pleasure to defame our officers who have worked years to serve the people and the country. Where were you, when country was going through turmoil, when country needed volunteers, real Drukpas? Did you even think of joining the militias…I guess not!! You must have only been busy trying to process trainings and studies abroad which is clearly indicated by the amount of research you have done on trainings and studies abroad…(not only for yourself, but also for others haha…)
If you say you are doing good for the country, learn to praise and appreciate good deeds done by them instead of being jealous( about their daughters and sons having got scholarships)…It will motivate them to work and serve country better.
A piece of advice, learn to appreciate things and even the bad things will seem better.

Hello everybody!
This is Lhashingdongbo...I have been reading the various posts from KOL to the erstwhile Bhutantimes.com and now the Daily. And I am really disturbed by what is being raised again and again...and again. By what is posted online...do we have anybody else left in Bhutan who is not involved in nepotism, favourtism, corruption and misuse of power?. This is indeed disturbing since we are almost face to face with democrazy where the whole dynamics are going to be fertile grounds for just what is being raised here. So I feel we must be more rationale in terms of what we are pretending to be raising our voice against...and be more focussed!
And by making nasty accusations and snide remarks against upright citizens such as Dasho Bap Kesang is not going to help the cause. We are a small society and at some point everybody, even the strongest and the most upright ( ask the judiciary, the law enforcement officials, the Hon’ble Lyonpos for that matter) may come under pressure...and may at times inadvertently take certain decisions not necessarily the most correct..but apprpariate at that point of time. But from my personal and official dealings with him in various occassions, in Geneva and as RCSC Secretary, I have always respected his capacity for rationale thinking, sound judgement and fair decisions. I also admire his capacity to stand for what is correct. We do not have that many individuals with such traits and therefore I feel some of the distinguished on line members are doing a grave injustice to someone like Dasho Bap.
RCSC has its problems, but we are all going through serious institutional transitions...and we need to support senior citizens like Dasho Bap to guide the process through.

I am really not an authority on such academic levels, criteria or benchmarking. But from what I know there are academic Councils such as the All India Council for Technical Education that certify that some of the Pg Diplomas are equivalent to Masters especially if they also have requirements for providing a Master’s thesis. In terms of the duration too, there may not be any large differences. I think the important issue is what is available with the degree, be it PG Dip or Masters....I am one who believes that a good university degree with hard earned on the job experience in a good combination could tilt the favour in any direction.
May be someone from RUB or RCSC could clarify this with more authority.
But I still feel we MUST NOT blemish reputations of individuals unless you have the necessary proof or evidence to go with it. AND let us also not look for a Gautama Buddha in this day and age! I think that is expecting tooo much.

What is happening in this country? There are so many things going on without any interruption from the Government. What are BICMA and the Ministry of Information and Communications doing? Are there no laws in this country to protect innocent people from defamation and personal attacks from these disgruntle lot? At this rate all those loyal and dedicated public servants discharging their services in the national interest would be demoralized through false allegations and lies. If a person of Dasho Bap’s caliber, loyalty and dedication could be unjustly victimized in this manner, what would be the fate of the others in the system.
Some times I do suspect that the whole thing has to do with the emerging politics in this country. In terms of capability and dedication, he has the potential to be a strong contender ( being a minister candidate in 2003) for any political posts and therefore, someone is trying to tarnish his image to spoil his political future (that’s if he has an inclination).
I also suspect that he is being targeted for introducing major reforms like the PCS in the Government to improve good governance. Any reform will have side effects and PCS is no exception – it had few disgruntled civil servants. I fully support what the RCSC is doing to improve the Civil Service coz it is the backbone of the country in the future. The Civil Service can not be refuge of opportunist who just accumulate their personal wealth and forget their responsibility to the public and poor villagers for whom they exist. Under the PCS such opportunists do not stand a chance and therefore they resist as much as possible. With introduction of the HR Committees in the agencies under the PCS , every decisions is to be taken on fair, transparent and accountable manner, therefore ending those traditional unilateral decision making powers from the senior management. Of course, they would resist such changes. The introduction of open and fair competitive recruitment process had ended the nepotistic way of filling up posts and sending people for trainings, again taking away power from senior management. When a system is put in place, individuals can not play around too much.
As a HR person and being associated with the reforms initiated by the Government, I know that the RCSC is doing a good job even though sometimes I feel they should not try to do so many things at the same time coz it could compromise on the quality. Non the less, we are there to give full support as we (Govt. employees) definitely need to change both in thoughts and actions.
In terms of fairness and transparency, Bhutan is much much ahead than most of the countries globally ( regarded by ADB, WB and donor partners as one of the best systems). Therefore, you guys trying to tarnish the image of our beloved country openly in these forums will have serious implications to the country. A country that was built by our Fourth King through personal sacrifices and sweats, can not be ruined by few disgruntled persons overnight – CYBER TERRORISTS. Oh, this fits well as these people are no different than insurgents, the tactics are the same. Who, When, where, what and how they will strike, one can never tell – secret weapon and strength.
Authorities in the Govt. please do something before our society is totally disintegrated and our enemies fulfill their objective!!!!!

Judging from the comments so far, it shows Dasho Bap is not clean. He does have skeletons in his backyards.
Supporters of Dasho Bap could not defend or clarify in a professional manner. They beat around the bushes mixing country and person together (we are for the country, against corruption), blindly saying “against commentators” are Ngolops or terrorists (we are not, don’t defame us as terrorists or Ngolops), using some kind of threats calling BICMA or MOIC (should we call ACC and RAA?), and even mentioning 4th King’s sacrifices to defend someone’s wrong doing (we can’t let someone corrupt the country made by 4th King on sacrifices), and one comment even said that we can’t expect people to be Buddha in this age (I disagree! you are just being complacent and accepting corruption as a way of life).
I cannot accept corruption however small or in whatever form. Definitely, I cannot at all tolerate corruption committed by red scarf officers. They are Dashos (the best lots of the bests), honours and trusts bestowed by none other than His Majesty. They must uphold the trusts and honours.
