NOC for Candidate’s Creteria

I have been through the ECB draft constitution BUT have still some confusions.  Can any body throw light on these:

1.  Is NOC mandatory or not required for the candidate?  The constitution does not specify this.

2.  It also says that candidate once removed from public service are not allowed to contest as an candidate.  Again the constitution does not specify or define “removed from public service”.  Does it mean those candidates removed compulsorily?

3.  If it says that candidate once removed from the service compulsorily cannot participate on the grounds of NOC, then are we going to see 2008 on even playground?  OR are we going in line with Articles # 7, 8 & 9 of the constitution of the KIngdom of Bhutan?

on point 1 from what I read earlier, though constitution does not cover issue of NOC, I remember ECB made a statement that all candidates will require certification of eligibility. This is not being called NOC, but each candidate will require a certificate (I think the court, but not sure) that they have clean record and specifically that they do not have any record of previous crime. So yes, character clearance is mandatory and required before candidate can be accepted.

I am not sure about points 2 and 3. Only thing I can say is if person is removed from public service because of corruption or theft then surely he will not be eligible for a clean character certificate.
