"Case against school teacher kicks off” Keunsel

Bhutan is Buddhist country with respect and honor to teachers and authorities. During 1980s beating students by teachers were very common. I think none of the students of then were spared from beating. I still remember beating of my teachers for minor mistakes. I wonder how this beating culture in Buddhist nation started? Its very common that gups and chimis in the villages beat common public whom they can bullied. Is this fare? I have never seen any comments from anyone till now on this topic
